QUALIFICATIONS:

Management & Construction Services, Inc.  DBA  - MCSI Water Systems Management -  is owned and operated by Russell & Jo-Ann Hatch and their son Ross Hatch with help from a great group of employees and water experts. From 1983 to 1994 Russell was the Administrative Officer/General Manager of the Carmel Valley Mutual Water Company, serving 389 member-customers in the Hidden Hills area of Monterey County. During that period the water system for Hidden Hills was rebuilt and a 25-year negotiation to sell the water system to California-American Water Company was completed.

Since 1988 MCSI has provided services for more than 250 water systems and homeowner groups along the Central Coast of California. We employ Grade I and Grade II licensed water Distribution & Treatment operators, a knowledgeable office staff and various problem solvers. We offer a full range of billing & collection services, financial design, budgeting, rate design, water quality reports, and regulatory compliance solutions for small and medium size water systems.

Currently we provide management, operations, & consulting services for Mutual Water Companies, City & County water operations, and many agricultural processing facilities as well as individual water systems serving schools, churches, and commercial establishments. MCSI has established close relationships with Health Department regulators,  State-Certified analytical laboratories, civil engineers, hydrogeologists, and many other companies that assist with water-related projects. 

OUR GOAL IS THE EFFICIENT AND ECONOMICAL OPERATION OF YOUR SMALL WATER SYSTEM.

 

 

Representative Projects:

  • Developed a business plan including budget projections and rates for a proposed small desalination plant and water system.
     

  • Supervised the construction and are the operators of two surface water treatment plants in Carmel Valley and an arsenic treatment plant in Hollister CA.
     

  •  Due to El Nino storms clients suffered millions in damage. Since February 1998 MCSI has been in charge estimating damage and replacement costs. We have coordinated financing through FEMA & SBA managed the refurbishment of the entire system, provide budgeting and an assets management program. In addition we have rebuilt or replaced some damaged facilities.
     

  • Implemented several improvements for a large coastal Mutual Water Co. including the building and operation of a new surface water filtration plant and the installation and operation of a suspended raw water pipeline to serve the new plant.
     
  • Prepared a status report for the Asoleado Mutual Water Co., Carmel Valley, CA.
     
  • Worked with several water systems in the Prundale-North Monterey County CA. area to solve specific quality and quantity problems.
     
  • Prepared a technical report and operations plan for Chamisal Water Association, Salinas, CA. MCSI provides ongoing operations services for Chamisal.
     
  • Designed a budget and assessment for the Hidden Hills Homeowners Association to repair and pave three miles of private roads. Arranged financing through contractor, secured necessary vote of members, and completed all improvements. MCSI handles the collections and pay off of the loan with the contractor.
     
  • MCSI prepared a report concerning Cachagua Mutual Water Co. Carmel Valley, CA. This report was ordered in conjunction with a criminal case and was accepted by the court.
     
  • Worked with several systems to prepare operations plans and reports. These plans were instrumental in having the County of Monterey lift water moratorium on new construction that had been in place for several years. 
     
  • MCSI developed a report concerning the operation of a water system and reverse osmosis treatment plant at Monterra Ranch development, Monterey, CA.
     
  • Established computer billing systems for several water companies and homeowners associations. We provide billing and collections for the above mentioned systems as well as Vierra Meadows Mutual Water Co., Cachagua Mutual Water Co. and others.
